Buddha rally on weekday chokes city

Add comment September 21st, 2006

KOLKATA: Wednesday, 1:15 pm, Rani Rashmoni Avenue. Chief minister Buddhadeb Bhattacharjee arrives to address a students’ gathering.

Hours before that, hundreds of small lorries carrying SFI supporters from the districts choked the entire S N Banerjee Road. And hundreds marched on the parallel road — Lenin Sarani — choking traffic. Rewind to 2004.

After Justice Amitava Lala ruled that rallies would be banned in the city on weekdays, the state submitted to Calcutta HC a plan to restrict rallies and gatherings on weekdays and ensure that rallyists stick to one side of the road, allowing traffic to move.

The state also said police have been asked to ban rallies on Lenin Sarani, Chowringhee, Strand Road, Ho Chi Minh Sarani and Esplanade East.

On Wednesday, Lenin Sarani got choked. On Wednesday, students walked in a double row under police escort on S N Banerjee Road, instead of in a single file.

On Wednesday — a working day — it was the CM himself who addressed the rally, and it was his government which had told the court that it would appeal to all political parties to avoid gatherings on weekdays.

On Thursday — another weekday — CPM’s labour wing, Citu, will again bring traffic to a halt with its rally — though, mercifully, it is not a big one. If you were caught in a jam for hours, don’t expect an apology from SFI.

“We did nothing wrong. Rani Rashmoni Avenue or its neighbourhood has been a place for anti-imperialist protests since long. We didn’t come here in a day.

This gathering is the culmination of a month-long campaign that began with gatherings at the block level. We also submitted a memorandum to the CM signed by lakhs of students. We didn’t bring all of them today,” a student leader said.

Mix land use adds to B’lore chaos

Add comment September 20th, 2006

Bangalore: Increasing unplanned mixed land use (MLU) is leading Bangalore to a chaotic city. The tug-of-war between the residential and the commercial is not new and citizens of Bangalore have learnt to live with the problem.

Just like Vasant Vihar, the posh south Delhi colony, in Koramangala area of Bangalore too, shops, schools and software companies have co-existed for many years.

But mixed land use is in fact not provided for in the Karnataka Town Planning Act.

“Actually Karnataka Town Planning act does not provide any mixed land use, there is no such classification for MLU zone as provided in the act or in the rules. It is only some activities which are on small scale and are required for those residential areas that are being permitted under special circumstances,” says Karnataka Town Planning Organisation Member S C Kari Gowda.

Mixed land use has also brought problems to the residents of Koramangala. And despite a couple of demolition drives to bring down illegal structures, the problem is far from over.

“After becoming commercial it’s become noisy and there are too many traffic jams. Kids can’t sleep at night,” says Latha, a resident of Koramangala.

Urban planners however are in favour of mixed land use. But it needs to be done in a planned manner. Planners say every colony must have a neighbourhood centre serving as a mini Central Business District.

“From the city planning perspective, MLU has its advantages and disadvantages…the disadvantage can be mitigated through regulatory activity and stronger enforcement. MLU is a very good advantage for Indian cities,” says Urban Planner Gopiprasad.

Indiranagar area was meant to be purely residential, but because there was no provision for a neighbourhood centre, commercial establishments sprung up haphazardly. As a result – a perfect example of what unplanned mixed land use can do – the 100ft road there can’t be used as a road any more.
